‘Attorney General Does Not Sign Agreements!’ – Ndii Hits Back At Muturi After Exposé

David Ndii, the Chairperson of President William Ruto’s Council of Economic Advisors, has recently stated that the Attorney General is not responsible for signing agreements on behalf of the government.

In a post on X on Friday morning, Ndii, who was reacting to former Public Service CS Justin Muturi’s comments, stated that the Attorney General merely provides legal advice and approval to proceed.

Muturi, who previously served as AG, stated in an interview that he received a phone call to sign documents for a Sh129 billion deal while en route in Dubai.

“AG does not sign agreements. S/he gives a written legal opinion giving the go-ahead for the government to enter into agreements. The agreements/contracts are signed by CS of relevant ministries,” Ndii said.

Muturi, who was recently ousted from Cabinet, claimed that the contract would have violated the law because such funds must go through the Treasury and not be funneled directly to a Ministry.

In the interview, Muturi described how his relationship with Ruto began to deteriorate.

He also defended his record while serving as Attorney General. According to Muturi, the records contradict charges that he was ‘incompetent’.

His words come just a few days after President William Ruto admitted to being incompetent when serving in the state law office.

“I don’t have to defend myself about that, the record is there for everybody to see,” Muturi said.

“When I got there, we had committed ourselves in the manifesto that we will make the office of the state law independent. I went there, and I did exactly that with the concurrence of parliament.”

During an Iftar dinner for Muslim leaders at State House, Ruto accused Muturi of delaying the implementation of the proposed Muslim Endowment Fund (Waqf).

“I agree with you that the Muslim Endowment Fund has taken too long. There is no reason,” Ruto stated.

“I had a problem with the AG who was there; he was fairly incompetent, but we now have a competent lady, and I can assure you that the issue will be sorted out.”
