
‘He Is Irredeemably Corrupt!’ – Muturi Drops Bombshell Exposé On Ruto
Former Public Service Cabinet Secretary Justin Muturi has unleashed a scathing exposé about purported flaws in President William Ruto’s administration.
Muturi chastised the president in a candid interview with NTV’s Fixing the Nation, accusing him of pretending to fight corruption while covertly conducting billion-dollar agreements.
Muturi, who served in Ruto’s Cabinet for the previous two years, claimed that the president exhibits various identities in public and behind closed doors.
“He is quite a dangerous character. I think Ruto is unfit for the position of president. I’ve no bitterness, this is my assessment,” he stated.
“When I watched him talk to members of my Cabinet, saying I don’t want to see corruption, I wondered who is this talking?” Muturi posed.
“Yes, he (Ruto) is absolutely, very, irredeemably corrupt,” the former CS added.

Muturi said that Ruto sought to coerce him into signing a Ksh.129 billion deal with Russian oligarchs to grow trees.
The former CS noted that the transaction would have violated the law because such funds must go through the Treasury and not be channeled directly to a Ministry.
“I was invited to go to COP 28 in Dubai, which ended up in the Adani Deal about the airport. During that time, some Russian oligarchs wanted to invest Ksh.129 billion in Kenya.

“I landed in Dubai and received a phone call from Ruto, who told me that the Russians were waiting at the airport and I needed to sign the documents. I declined, saying I needed to review the documents in the office,” he revealed.
“The deal purported to give a grant of Ksh.129 billion to grow allegedly 3 billion trees. Whenever Ruto comes up with a project, it’s for moneymaking.”
He added: “So they bring me a Memorandum of Understanding (MoU) and I tell them that the Ksh.129 billion can only be by a grant but can’t come directly to the ministry. It only goes through the Treasury.”
Muturi also commented on the Arror and Kimwarer affair, which involved the government securing a loan of Ksh.63 billion from an Italian company, CMC di Ravenna.
However, there were differences in terms of actual cost, job quality, and responsibility.

“I refused to sign the Arror/Kimwarer dams. The Italians were paid billions. In Kimwarer, nothing has happened because the report provided was faulty,” he added.
“Ruto held meetings with the Italian Prime Minister and the President. On three occasions, I was invited by the Head of Public Service to accompany the team.”
He continued: “I wondered why because the country was losing Ksh.38 billion on the project. They wanted me to sign, and I declined.”
The former CS, whose strained relationship with Ruto has made headlines in recent months, denied having a personal vendetta against the current leadership.
He stated that he could give supporting documentation in softcopy to back up his assertions.
