
SHA Issues Statement On TSC Claims Of Marginalising Teachers
The Social Health Authority (SHA) has denied that it is unable to enroll teachers under the Teachers Service Commission (TSC), claiming that TSC staff are entitled to the same coverage as all other Kenyans. ​
The authority stated that teachers can get all the advantages under its coverage if they register and pay monthly charges. ​
It was responding to claims that SHA was unable to enlist TSC’s 360,000 instructors.
SHA states that teachers are eligible for the Primary Health Care Fund (PHCF), the Social Health Insurance Fund (SHIF), and the Emergency, Critical, and Chronic Illness Fund (ECCIF).
SHA emphasized that Kenyans and employers covered by its benefits are not prohibited from registering in additional insurance plans for increased packages. ​

“Employers such as the Teachers Service Commission can provide complementary insurance for their employees for additional benefits through a valid insurance underwriter,” SHA stated in a statement on April 26.
SHA further stated that TSC can enroll its members in the Public Officers’ Medical Scheme Fund and determine supplemental benefits based on its budget.

In response to concerns that SHA lacks the capacity to enroll TSC employees statewide, SHA stated that it has contracted 8,000 facilities nationwide. ​
During an appearance before the National Assembly Education Committee on March 25, TSC Chief Executive Officer Nancy Macharia claimed that SHA refused to enroll instructors owing to a lack of national infrastructure. ​
Macharia noted that efforts to onboard teachers into SHA were unsuccessful after being notified that the insurer lacked sufficient structures across the country to serve the teachers.
“Last year, when we had issues, we wanted to move our teachers to SHA. We have always wanted to have our teachers under the national insurer, even during the NHIF days,” she said.​
